And another amusing post about the collapse of coherent government in Scotland due to its tsar-like approach to civil rights

 Alexander II emancipated the serfs - will the Scottish government be able to do something equally creative? Doubtful, due to its traditions of secrecy, elitism and clannish authoritarianism. Unlike "the benevolent Tsar", our government treats power as a benefit not a responsibility. How very Putin of them!
